Blood could be seen on the pavement after the 19-year-old's tragic fall at Longsmith Street car park in Gloucester.
Flowers have been left at the scene in tribute to her, Gloucestershire Live reports.
It is not known what the girl was doing on the floor of the car park and her death is being treated as "unexplained but not suspicious".
Parts of Bull Lane in the city were taped off today as police investigated the incident.
The teenager's identity is currently unknown, but she was from the Gloucester area.
A police spokeswoman said: "We closed off an area around Longsmith Street car park in Gloucester early this morning.
"Sadly, this was following the death of a 19-year-old Gloucester woman who fell from one of the upper floors of the car park in the early hours of the morning."
The spokeswoman added: "Her death is being treated as unexplained but not suspicious and her next of kin and family have been informed.
"We will now be continuing enquiries on behalf of the coroner."
